Construction & Project Manager

As a Construction Project Manager (C.E.T. or P.Eng.) at M2 Engineering you will be responsible for delivering various water and wastewater projects at the construction stage of the project execution cycle. In this position, you will work side by side our professional engineering team to troubleshoot problems and help find efficient and effective solutions for our clients.

This position is open to Professional Engineers and Certified Engineering Technologists with a background supported by years of construction experience. Experience related to construction of infrastructure is the primary requirement for this position. This position requires knowledge of water and wastewater infrastructure, and experience working with a multi-discipline project team. The candidate needs thoroughly understand water and wastewater systems and how they function, and have experience with systems such as:

  • Wastewater: wastewater collections systems, lift stations, wastewater forcemains, and lagoons.
  • Water: raw water intakes and storage ponds, pipelines, pump stations, water treatment plants, and distribution networks.

As a Construction Project Manager, you will liaise directly between our engineering team, contractors, and our clients. This includes coordinating contractor enquiries, request for information submissions, shop drawings, site field reviews, progress payment certificates, bi-weekly construction meetings, and the preparation of meeting minutes and records. In addition, you will coordinate meetings, keep the client up to date with project progress and issues, review construction change orders, track contingency values, maintain construction cash flow tracking, manage engineering budgets during construction, and manage field resources required. Project management tasks require an understanding of client relationship management, progress reporting, invoicing, resource planning, scheduling, budgeting, forecasting, and more.

In this position, you are required to be responsible, self-motivated, detailed oriented, and an effective communicator. You are required to provide excellent customer service, perform your duties in a busy environment, and possess the roles and responsibilities outlined.

Depending on the projects available, this position may require meetings out of the office, and therefore, requires driving to project meetings, when required. This position will also occasionally require field related work, and therefore, requires driving to projects sites throughout Alberta, staying overnight in hotels, and being able to work 8-12 hours a day on occasion, when required.

Mentorship of Field Staff

Business Development

Proposal Writing and Project Initiation

  • Assist with the go-no-go proposal evaluation process
  • Write comprehensive proposals to meet the requirements of: RFP terms, technical scope, budget and schedule considerations, project considerations, company references, and project references
  • Prepare work breakdown structures suitable for the technical scope of the proposal, to establish: phases/tasks/sub-tasks, team, rates, expenses, budget/fees, and schedule
  • Understand M2 Engineering’s client-engineer agreements and evaluate RFP terms for potential assumptions/conflicts/exceptions/clarifications, as required
  • Ensure client-engineer agreements are in place for all projects; ensure sub-consultant agreements are in place for all projects
  • Obtain director approval for all professional service proposals prior to signing and issuing any proposal.

Construction Project Management

  • Oversee the work of field staff

  • Collect, organize, and assemble engineering deliverables, often consisting of documents from various technical disciplines, into a final deliverable format for clients

Procurement / Bidding

  • Project manage the bid/tender process for construction projects

Construction Contract Documents

  • Responsible for coordination of project documentation, which includes, but not limited to: meeting records, change management, site instructions, Owner instructions, shop drawings and Drawing Log, draft Progress Claims, field notices and Materials Testing.
  • Ability to review and understand technical information within various construction contract documents, such as:
    • Engineering drawings of all disciplines (Civil, Structural, Process, HVAC-Plumbing, Electrical, and Instrumentation)
    • Technical specifications of all disciplines (Civil, Structural, Process, HVAC-Plumbing, Electrical, and Instrumentation)
    • Change management documents, including Contemplated Change Requests (CCRs), Contract Change Orders (CCOs), Contract Change Notices (CCNs) and Changer Order Requests (CORs)
    • Field instructions and field memorandums
    • Shop drawings
    • Requests for Information (RFIs)
    • Material testing reports

Construction Contract Administration & Activities

  • Represent M2 Engineering onsite during construction projects, often being the first point of contact between field and office teams
  • Coordinate and run construction progress meetings, including accurate note taking of the dialogue and noted actions by respective parties
  • Review and help to maintain accurate submittal logs: shop drawing log, RFI log
  • Maintain change management logs: COR log, CCR log, CCO log
  • Complete general construction site reviews and progress reports using tablet and application for all engineering disciplines with a focus on:
    • Civil works
    • Structural works
    • Mechanical works
  • Provide proactive construction management services and attempt to anticipate design and construction conflicts in advance, and work with all parties to propose solutions to resolve conflicts and issues.
  • Coordinate internal resources for engineering site visits / field reviews for various technical leads/disciplines
  • Coordinate with subconsultant field reviews and input as necessary
  • Review if the contractor’s work generally conforms to the quality assurance and quality control requirements of the construction contract
  • Prepare and maintain a photographic journal of construction in electronic format complete with titles, dates, and descriptions on each photo
  • Work closely with our directors, managers and engineering team to successfully execute construction projects
  • Review, understand and interpret construction Contract Documents, Drawings, and Specifications
  • Act as the liaison between our engineering office, the construction contractor, and our clients
  • Liaise with clients/Owners to ensure client/Owner concerns are being heard and directed to Contractors for resolution when required
  • Review performance / results of material testing reports provided by the contractor and distribute to multi-discipline team
  • Coordinate the exchange of communication between the engineering team, contractor, sub-contractors, suppliers, and clients
  • Review contractor progress claims, including material and quantity reports, and prepare progress payment certificates
  • Lead shop drawing, RFIs, and change order request reviews with our administration and engineering staff
  • Coordinate the progress of shop drawing, RFIs, and change order requests reviews with our administration and engineering staff
  • Prepare the deficiency list, and track Contractor progress on completing deficiencies
  • Assist with the commissioning of water / wastewater infrastructure

Project Closeout for Construction Projects

  • Lead the creation of record drawings at the end of the project
  • Coordinate the preparation of SOPs and ERP Manuals
  • Lead the review of O&M Manuals, and work with Contractor to provide final documents
  • Lead the warranty tracking task, and coordinate with the contractor to complete the warranty work
  • Work with the Contractor to provide all project closeout information to the Owner
  • Prepare Project Closeout Reports, as required

Qualifications


The Construction Project Manager (C.E.T. or P.Eng.) position requires candidates with the following qualifications:

  • Minimum 7 years’ experience in consulting engineering and construction projects. Candidates with less experience may be considered subject to specific experience and skillsets.
  • Experience in consulting engineering, specifically in civil infrastructure and/or water and wastewater areas of practice.
  • Demonstrated Project Management experience, both on-the-job and formal classroom courses gained over work history.
  • The qualification requirements of this position are primarily experienced based, and candidates with the following educational backgrounds would be considered:
    • Certified Engineering Technologist:
      • Must be in good standing with ASET as a registered Certified Engineering Technologist (C.E.T.).
    • Professional Engineers:
      • Must hold a valid Bachelor’s degree from an accredited university in Engineering. Degrees in Civil, Civil-Environmental, Mechanical, or Chemical Engineering are preferred.
  • Possess a valid Class 5 driver’s licence.
